Officially, the Social Welfare Agency is a government sponsored corporation that's in the business of saving lives. At least, that's the ruse. In reality, it's an agency on the fringe of technology. They give terminal patients another shot at life using cybernetic implants. This conditioning process then shapes the patient into an efficient machine for handling all of the governments dirty work.

This series often uses beauty to offset the tragedy of the story. For example, when Angelica watches the meteor shower and listens to Beethoven's 9th symphony as she lies in her hospital bed dying. But no matter how beautiful something is, it cant completely hide what's really there. It cant hide the fact that these girls were made into killing machines. Beauty cant hide what they were made into, but what they were made into cant hide that they are still very much human, either. How can someone who doesnt hesitate to pull a trigger , play such beautiful music on a violin? Or how can someone who has no problem taking away life, value being alive so much? It makes you question what it means to be human, what it means to be alive. It makes you appreciate things more. If you're looking for a series that makes you think about life and its value, this is definitely one that will. Aside from that, it has beautiful music and scenic backgrounds, and complex characters that will make you either love or hate them. This is definitely a series worth watching.
