I really like this! While it doesn't quite match your reference pic (I would do something with longer sleeves, and maybe narrower eyes) I will say that the character is clearly recognizable and she is very 'Cersei' to me.

- Maybe try a dashing gentleman sash to recreate that band of color on the dress, and there are a few items that'll let you add length to the sleeves, you might want to try them out. Otherwise it's not bad.
