- You need a reference pic, but y'know what? I don't really care right now. Though the hair isn't quite right. I'm pretty sure there's a hairstyle with pigtails like Naruko (Naruto's sexy jutsu).

- Naruko has pigtails and they're solid blonde, so the hair is wrong. You need a reference, regardless if the character is well-known or not. We need something to compare this to.

- I'm sorry, but if they don't provide a ref pic, it's a 1/5 in my book. No matter how good the cosplay is or well known, you always need a ref pic.

- I'm pretty sure you really don't need a Reference Image for Naruto since every other noob makes him for cosplay. Even his sexy jutsu is well known. Even if you don't watch it, look no further than Naruto tag. There's over 2000 Naruto cosplays on here.
