This is the Riddler. The Riddler is obsessed with riddles, puzzles, and word games. He delights in forewarning both Batman and the police of his capers by sending them complex clues. This is a cosplay of the FIRST appearance of the Riddler, so he has a suit, and not spandex.

- I like it, of course. But might I suggest the Question Mark bubble next time if this doesn't make it? And he doesn't delight in making riddles. It's his obsessive compulsion. He doesn't WANT to. I understand that him telling that to Batman was pretty, well, spooky. Or something like that.
