This is Kyoko Mogami from the ongoing anime and manga Skip Beat. I tried to get everything pretty accurate everything from the eye color to the soulish things that surround her when she is extremely happy, mad etc. Kyoko wants to be a famous actress so that she can outshine/get revenge on Shotaro (known as Sho by his fans) who completely ditched her and became a singer while she took 3 jobs trying to keep up with his bills.
