Giovani, the leader of team rocket train Mewtwo against his most powerful pokemon and they were all defeated by mewtwo. Mewtwo decided he didnt want to be the slave of the humans anymore so he destroyed team rockets base and took off his armor.
Mewtwo's armor his very powerful and hard to penetrate.
