If you face the front there are only three fish. When you turn around there is an entire school. I was also having a hard time deciding on a 'bra' and a set of eyes. So I went with the moment where, like you said, she is twirling with the school of fish.

I like this though i would of loved to see the front instead of the back.
but then it is like the one scene where she was twirling in a school of fishing during one of the songs that sebastian was singing.
