Tracy Sketchit was first introduced in the Orange Island season, when Brock chose to stay with Professor Ivy. His hero and idol is none other than Professor Oak, so when he heard Ash Ketchum knew him, he traveled with him, in hopes to meet him.
That dream came true, and now he works along side Professor Oak, helping him with all the Pokemon, and all the while, working on his many sketches.
