It's Ryoga Hibiki from Ranma½, totally lost with an expiring gift for Akane Tendo - even with a map in hand! Unfortunately for him, GPSs weren't invented when he debuted in the manga/anime world.
Although one of the strongest characters & Ranma's main rival, he is cursed with a horrible sense of direction, so bad that he sometimes can't find the exit to the room he is in. He can't even follow his own hand-drawn maps!

- @Anne Packrat - The dragon shoes don't expose socks and there are no red wagasa (japanese umbrellas) that match. The regular red umbrella looks weird. I've tried both the shoes and umbrella before. I've been working on this avatar for 4 years -_-
