- um no. uuuuuh You just don't put any color where you want it transparent. hrrrmmm it's different for different programs but in photoshop you just make you're background layer transparent along with every other layer except for where your picture is of course... I'm terrible at explaining it. I suggest to google it based on whatever program you're using.

- it is. I make it a transparent PNG or you could make it a GIF but that would make the edges all pixely
