Actually, you can .
Art theft is pretty big, and tracing is part of it.
This would be impossible to do on paint, and I believe the artist traced on SAI .
all you need to know is how to use layers on photoshop / SAI and you can trace .
Althrough the coloring is binary you should try closely examining the lines .
Mikuru was using a size four curve tool on SAI for the lines, and was probably using the binary tool on it too .

that's what it's based off of and you can't trace when it's done on the computer and trying to copy it is alright considering that was the point
