The Five Kingdoms after ending the Great Wars all adopted a simular Political Structure to help the lands prosper and father peace there is the King the Queen the Princess and or Prince the Counsel of Twelve the Consuls of the Kingdoms the Legatus of War and the Keeper of the Books all the Kingdoms share this general structure Political Structure
The King and Queen
The King and Queen can only be members of the reining Royal Family what deturmands who the Ruler of the Kingdom is the first born Child of the current Rulers be it male or female will become the next Ruling King or Queen unless they choose to abdicate or something happens in which case the role goes to the next born sibling the King or Queen makes decisions and laws for their Kingdom they also have the power to vito a decision made by any member lower then them but can be vito'd themselves if every member under them dissagrees with a decision they made except in extreme cases where the King or Queen can envoke a law called the Kings Power in which if the current ruler feels that there is corruption among the members below them and they are vitoed they can either vito the vito OR take a vote from the people of the Kingdom and let them decide
The Prince and Princess
The Prince and Princess can only be members of the Royal Family from a very young age even if they are not to assend to the throan they are highly educated and taught the ways of battle a Royal family can have several Princes and Princesses but only the first born be they male or female will assend to the throan unless they abdicate or are unable to take the throan for some reason the other Princes and Princesses can take other important political positions if they choose but still must earn them
The Counsel of Twelve
The Counsel of Twelve was formed to be advisers to the current Ruler and prevent tyrany the Counsel of the Twelve consists of a Legatus of War Slot five Consel of the Kingdoms Slots and a Keeper of the Books Slot the other five slots are Adventurer Slots for adventurer's who have earned themselves a spot in the Counsel how a adventuer goes about doing this is they have to challenge a current member and be victorious at a trial set by the challenged member this can range from a test of skill to a test of wit or strength each trial differs from adventurer to adventurer and are conducted on a yearly basis so that fresh knowledge and skill flows frequently through the Adventuer Slots of the counsel if at any time any of the 7 other Slots are empty they can be filled by the current member from that Slot like if the current person in the Legatus of War Slot dies or wishes to simply give the position up then it falls to the current Legatus of War who will then if they accept will be permoted from being a Legatus of War to being a member of the Counsel of Twelve and hold the Legatus of War Slot if however they decline then a tournament will be held for the Grand Legatus's and the winner will take the Legatus of War Slot in the Counsel the Consel of Kingdoms and Keeper of the Books Slots are decided in a simular manner but if declined they are deturmaned by Election rather then by Tournament
Legatus of War
The Legatus of War is the head Legatus who oversees and commands the Millitary of the Kingdom every five years a Tournament is held among the Grand Legatus's to deturmand who the new Legatus of War will be if all are defeated by the current Legatus of War then he retains his position for another five years unless something happens in which case another tournament will be held Legatus of War must be very strong but must also be great tactitions as might in battle alone will not win a war tactics are very important and this is covered in the Tournament which decides the new Legatus of War many a Legatus of War wasn't the strongest member on the battle field but easily outsmarted and out tacticed they're stronger opponets and got the position instead
Consel of Kingdoms
The Consel of Kingdoms are a group of five people one from each Kingdom who act as emissaries to the other Kingdom's they act as the face and messenger of they're Kingdom repersenting the Kingdom and communicating what it needs and how it feels about what other Kingdom's are doing how one attains this position is they must be a well educated and respected member of society who can run in a election to become a member of a Cities Counsel then can then choose after five years to run for the position of Mayor then after five years they can choose to run for a position in the Consel of the Kingdoms agenst other cities Mayor in a grand Kingdom wide Election if they win the spot they take over from the member who had been there the longest so say the Consel to the Kingdom of Fire was the member of the current Consel of the Kingdoms that had been a member longest the newly elected member would take their spot the Leader of the Consel of Kingdom's is the Consel Member that is the Consel for they're Kingdom and is the one that the other members of the Consel report back to directly so say the Consel of the Earth Kingdom would be the leader of the Consel of the Kingdoms in the Earth Kingdom this position in the Consel is deturmaned slightly differently as they are the leader a Mayor has to run speifically for this spot which the election for this spot is done every five years regardless of how long the current Consel of that Kingdom has been in the position now for all the positions the current Consel Member can run again if they wish to hold their place
Note only Mayors of Cities can try for a place in the Consel of Kingdoms Mayors and Elders of Town's and Villages cannot
Keeper of the Books
The Keeper of the Book's manage the Kingdom's finances and exports as well as how much goods the Kingdom has basically What they're Kingdom has what they can and are Exporting and how much Money the Kingdom has the Keeper of the Books as they're name suggests keeps record of all this then every day runs all this by the current Ruler and gets their say on what they can and can't do a Keeper of the Books must run a major decision by the current Ruler before inacting it like stopping the shipment of a heavily used good but for more minor thing like changing how much of something is exported in a small amount they can deturmand that themselves how someone goes about getting this position is every city and most fair sized towns have a Holder of the Books they deal with their cities finances, food, and export much like the Keeper of the Books does but on a much smaller scale these Holder of the Books are the Guild Master of the Writer of the Books Guild which consists of Scribes who help the Holder of the Books manage the Town or City these Writers deal with the daily population listening to they're complaints or suggestions and Write the Books as they're name suggests if a Writer works hard and does a good job they may run in a Election which is held every five years to deturmand the new Holder Of the Books the current Holder of the Books after five years can then choose to run again or try and run for the position of Keeper of the Books to which they then run in a Grand Kingdom wide Election to deturmand the new Keeper of the Books
Length in Position
Every current holder of a Political Position can run again to keep their Position(Counsel of Twelve, Legatus of War, Consel of the Kingdoms, Keeper of the Books, Mayor/Marquise, Holder of the Books, and City/Town Counsel) But any one member can only hold the Position for 25 years after that time they may not run (or compete for Legatus of War) again and in the case of the Counsel of Twelve a for the Legatus of War Slot just as if he is injured or wishes to resign the current Legatus of War which would have to run again or retired if they too had been in for 25 years would be asked if he wished to take the Legatus of War Slot in the Counsel if they accept they take the Slot regardless if they had been a Legatus of War for 25 years because to accept meant they were no longer a Legatus of War but a Member of the Counsel of Twelve who held the Legatus of War Slot if they decline however then two Tournaments will be held first to deturmand the new Legatus of War then that new Legatus of War is asked if they too decline then the second Tournament is held to deturmand who gets the Legatus of War Slot on the Counsel but this Tournament is vastly harder then the Legatus of War Tournament so it really makes them earn the coveted spot the same applies to the Consel of the Kingdoms and the Keeper of the Books
Vitoing
The current Ruler can Vito any decision made by the Counsel of Twelve, Legatus of War, Consel of the Kingdoms, and Keeper of the Books BUT if every member from all these groups comes together and they can Vito the Rulers Vito or Vito another decision that they make but the current Ruler can then if they feel is absolutly nessisary can inact a law called the King's Power which allows the King to either Directly Vito the Vito or put it to a Kingdom wide Vote in which the people decide if this decision should be Vito'd or not very rarely over the years has a Ruler had to inact this law and rarer still that a Ruler Vito'd the Vito directly as it tends to cause great unrest among the people
Grand King's Power
This is a law that only the Grand King/Queen of the Grand Central Kingdom can inact its like the King's Power but can be used to Vito other King's Decisions instead of just the members under them never has a Vito or decision been directly vito'd always in the rare cases this has been inacted has it been put to a Kingdom wide vote but this vote Isn't just voted on in the Grand Central Kingdom but is also Voted on in the Kingdom or Kingdom's who's decision the Grand King/Queen is trying to Vito this has as said occured Very rarely as it strains Political ties and is used in only the most extreme situations
