History: Nelle was born abroad (in Paris) and moved to Japan with her father at the age of three when her mother passed away. Two years later, Nelle's father is sentenced to death and executed by the Tokkei for a crime he did not commit. He had been framed by close family friend, who Nelle can only vaguely remember. He is a serial killer and still at large, now using the pseudonym "Beethoven"- so named because he leaves classical music playing after a murder. Nelle enters the very Tokkei academy she had despised, at the age of seven, knowing it was the only way to get access to Beethoven's whereabouts and exact her revenge. She does not let anyone know of her association to her father. She is, despite all this turmoil, an outgoing character with a personality that is cheerful and compassionate. Her incredible talent at creating and detonating explosives catapults her through the academy and she graduates two years in advance. Nelle joins brigade VII, whose members she grows attached to almost instantly. She is unable to assassinate the criminals they apprehend but she will capture them to the best of her abilities.
When a case involving Beethoven comes up, Nelle suddenly changes, becoming cold and fearless. After a failed assassination attempt, Haru and Kiyoshi learn of her past. They convince her to abandon her revenge, which she refuses. But she is able to gain comfort from her companions and without the burden of holding in her secrets, she returns to her normal self - determined to capture Beethoven but with her sanity in tact.
Her presence in the Brigade instantly sparks interest among her two comrades. She enjoys a comfortable sibling-like relationship with Kiyoshi, who initially (and consistently) thinks her too young to be involved in such work. Nelle's relationship with Haru is more tentative. Haru develops a crush on her after a couple weeks and becomes stronger as the years progress. Though a skilled flirt, Nelle is secretly afraid of relationships because she's insecure about herself. She doesn't want to get rejected. Though she may reciprocate Haru's feelings, she lets him dangle for the time being.
