This is a major part of a the plotline for a roleplay that I created: The Master Plan, a Teen Titans roleplay. It is the secret evil plot of the Titan's main enemy, Slade.
So Slade's ultimate goal is to create a small efficient army of warriors to take down the titans and help him secure his position as master ruler of the universe. He's missing in action at the moment because he's been around the galaxy recruitintg and making connections. So eventually along the way, alien baddies will start to show up (sent by Slade) one at a time. They are the roughest, toughest and most skilled from many different planets. They think they are going to get a cut of the glory because that is what Slade has promised them. Greed tends to be a good enough cause for people to hurt others they don't have any attachment too.
Mmm so yeah, Slade sends these "recruits" so to speak. The test is to see if they handle themselves well against the Teen Titans. It will be confusing for the titans because even if they are in a position where they are getting their butts kicked, Slade will eventually call off the baddie to report back to him so that he can patch'em up and add him to his collection of warriors. So what Slade ends up with is a small army of baddies that were a proven challenge for the titans. If it was hard for them to take down one, imagine if they were attacked by a team of these guys.
