I've only just recently encountered this problem, but I thought for sure it was only something I had equipped to make it do this. But after I changed my outfit about ten times and refreshed another twelve, I realized it wasn't anything I was doing.
Next, I thought it had to be the blvd I was in. Maybe it was glitched, right?
Wrong.
I went to about four other blvds and every one of them had me doing the same thing. Then I saw other people showing up looking like these:





Such an odd glitch...
