The first and successful creation that the Queen Zeena has accomplished by temporarly taking over Zephyr's body and abilities until the Dark Side in him reached his full potential, added with a few magic incantations, causing the creation of Tempest.
The answer how did the Queen manage to create a vampire demon out of a Half Saiyan is still a mystery... instead of a natural monkey tail, Tempest has a dragon tail and instead of transforming into the Great Oozaru during full moons, he transforms into a Great Dragon. It occurs that Tempest ponders about his past, as if he was actually someone else...
