Venku can align himself with the elements while in his wolf-form. He does that to hide from his underlings. These pictures are diviantart images that are fan-made of Okami. So you have to exclude the floating sheild above the backs of the wolves in the pictures. He can only element-align himself in the form of a wolf. If you have seen Avatar The Last Airbender then this next part will be better to explain, He can waterbend in his natural form (werewolf form) but he does not like doing it often. He can't control any of the other elements except, when as mentioned above, as a wolf.
