It could be... well, it could fit into almost any story world, it could be played in 2d or 3d on computers, turn-based or real-time, or by pen and paper.
Let's call it Company.
It's mainly focused on one soldier, the player character. The PC will start out with certain traits pleasing to the player that dictate how well he will be able to accomplish the things that a soldier must do: shoot, run, carry prisoners or wounded, communicate with other soldiers, take cover, fight hand-to-hand, use various kinds of equipment, etc., etc.
The PC will start out as merely a soldier in a squad. Depending on how well he performs in his missions, especially in terms of keeping his mates alive, he may train in various disciplines (as specified above, e.g., demolition, marksmanship, or field medicine) or requisition a wider selection of personal gear. He will also, with successive... successes, become more likely to be promoted to squad leader, and up from there to Company Commander.
The NPC squadmates and officers would vary in their traits, also, and would also become veterans over successful careers; if they get killed, they will tend to be replaced with fresh troops and officers (with the exception of NCOs, perhaps). Hence there's another incentive to keep one's subordinates alive and in good health - if there's high turnover in the unit, not only will morale be lowered, but performance of the unit as a whole will become inconsistent.
