Light finally killed off Ray but the way he did it was by getting him to write down the names of other FBI agents on another sheet of the notebook that Light gave to him in an envelope. Ray got the names of the other FBI agents from a file his boss sent which was an event that Light had already wrote on the sheet that Ray was using but he didn't know because it was hidden in that envelope.
Also L had arranged to meet with the last few investigators that wanted to remain on the case of Kira and wasn't scared off.
And Ray's girlfriend started searching to find out Kira's whereabouts to avenge Ray's death.
