That is just one of Neelix's eccentricities seeing as he was not starfleet trained he has several such behaviors and they don't really mean anything.

Actually, it all started in caretaker...

After Neelix came onboard Tuvok was introduced as a vulcan. Now Neelix had never encountered vulcans, and may have thought (at first) that Vulcan was Tuvok's last name, and his being "a Vulcan" meant what family he was from. Later after he learned more about Vulcans it became more of a habit.
