Was he speaking in context based on ethnicity or nationality? There is a difference between those two...
In terms of
ethnicity, you are Asian if you're parents are of Asian ancestry (duh). If he's talking about ethnicity, he's definitely wrong.
In terms of
nationality, you are not Asian unless you're a natural-born citizen in Asia and/or if you apply for citizenship, among other things. In the case of nationality, he's correct.

For myself, I consider myself Asian based on ethnicity because of my cultural roots. However, I do not consider myself Asian based on nationality (though I hope to apply for dual-citizenship), since I was born in the United States.
Now, if he's a person that sees nationality defined the same way as ethnicity, I could agree with you that he's wrong. Let's see, ask him what's the difference between the two terms...
