I think what you need to do to get this profile to a place where I can approve it is dial it back. What you've described in Harper's trouble isn't a
trouble, it's an actual medical disorder, and it's not one really conducive to playing in a setting like Ashdown. Someone with this degree of memory issues would almost certainly be in an assisted living situation rather than out on their own.
I think simply making it a time management issue would be a better way to go about this while maintaining the same feeling of scatterbrainedness, or having her be one of those people that's always misplacing their keys/wallet. No matter how you approach it, though, this character isn't approvable as she currently stands!
