What is a Beast?
"Hello! Before we start learning about the beasts we so love, we must first learn what a beast really is and why certain creatures are classified and others are not."
Professor Grey smiles and begins. "The term "Beast" has been debated about many times throughout wizarding history, in fact, it took approximately 300 years just to find an agreeable definition. Why so much debate? Well, there are many reasons, as one example the werewolf. The spend most of their time as humans, so would that make them a beast or not? Similar situation for the centaurs. They refuse clothing, live in the wild, and prefer not to live near humans, but they have an equal intelligence to them. Trolls may bare humanoid appearance, but they they are less intelligent and they have no magical powers except their unusual strength.
Once you identify the many differences between these creatures, then you must identify which are "beings" and which are "beasts". A "being" is classified as a creature worthy of legal rights and a voice in the governance of the magical world.
The first attempts at deciding the magical creatures that should be classified as "beasts" were very crude. In the fourteenth century, Burdock Muldoon decreed that any member of the magical community that walked on two legs to be classified as "beings" and all others to remain as "beasts." When all "beings" were summoned to meet, things, well, didn't go quite as planned. There were Diricawls, Augureys, and Fwoopers. Pixies and Fairies. As well as trolls smashing the chamber and hags looking for children to eat. After the horrible experience Muldoon never attempted to integrate non-wizard members of the magical community into the Wizard's Council.
It was later attempted to classify "beings" as any creature that could speak in human tongues, but the result was also disastrous. I will not go in to more detail, but more can be found in Fantastic Beasts and where to find them.
Finally in 1811 acceptable definitions were found. The newly appointed Minister of Magic, Grogan Stump, declared that a "being" is "any creature that has sufficient intelligence to understand the laws of the magical community and to bear part of the responsibility in shaping those laws". There have been a few exceptions of course. The spirit division had to be created in honor of the fact that ghosts are "has-beens" and not "beings." Centaurs and merepeople have requested to be in the "beast" category. And also so very violent "beings" have been moved to the "beast" category because of their violet nature. These include Acromantulas, manticores, and Sphinxes. Unfortunately werewolves have been shunted between the Beast and Being divisions for many years, but we will learn more about that later." She finished the lesson, and stated, there will not be classwork for this lesson but there will be extra credit.”

“As you see, each classification is classified by the number of X’s it has, one X for least dangerous, and XXXXX for the most dangerous….These classifications are given to all beasts, beings, and spirits by the Department for the Regulation and Control of Magical Creatures. Professor Grey pauses for a minute, and tells the students class work I would like you to tell me what importance does these classifications have for you at first glance….your class work will be worth five points, and HW is posted, it will be due in a week.”
