Im retarded so... I recorded a clip of a video that i want to make an icon of but I don't know how to make it an animated icon? anyone know how?

I know that it has to be a gif file but i cant find a program or online converter that works anyone know how?

Um, well, there's a lot of free gif animator programs and I usually type in google 'gif animator free ' (or something and then there are a lot that pop up. There are websites that do videos I think, but you could search it in google and find a good program.
