So how does it work in blackwings?
I understand blizzard can get around, I know vayu can(I'm not clear on the details).
But if blizzard gets around it, what's the point if you can't synchro? Sirocco? I know there are people in here who run it so if someone can explain it I'd appreciate it.

what's not the point? If you're asking why bwings shouldn't use oppression you're blind as hell.

Blizzard only gets around it when Black Whirlwind is on the field, in this scenario you would activate Blizzard as Chain Link 1 and Black Whirlwind as Chain Link 2. Your opponent won't be able to activate your Royal Oppression then, because the end of the Chain Link would be Black Whirlwind.
To explain the details on Vayu, it's because removing itself and the additional Blackwing is part of the effect, not the cost. Therefore, removal is done at resolution. I activate Vayu and you respond with Royal Oppression, Vayu is negated and stays in the Graveyard. I activate Vayu's effect again.
The point of Blizzard, even without Synchro, is still for the field presence. You could simply get an extra monster to tribute for Icarus Attack, a Shura to use next turn and get more monsters around Oppression, or most logically fetch Gale to reuse the halving effect.

actually on WC2010, Blizzard can't get around oppression even with whirlwind. The game asks you if you want to activate the effect after the Whirlwind activates.
I learned this because When Crow used his Blizzard against my anti-meta deck, it got negated because whirlwind was chain link 1.
There might be a way around this though. Who knows, it might only apply to the computers.

I'm just saying how the game can be used as a guide. for example, the judges at my locals didn't know negate attack targets, which i learned from the video games. Of course, in real life, priorty comes in for cards with the same timing. you can choose which activates first. the game isn't advanced enough to allow that yet.
