I don't think just any Arceus will work for the event, I think it has to be an event one.

It doesn't have to be the event pokemon. it's not a diffrent version nor does it need to hold anything or it to activate. it'll work

there's no "legal" way to get a non event one however people can use AR to get the Azure Flute to catch one in the game, or they could just make one with pokesav

Trading over Wi Fi can get you event pokemon. going to the evenst is the easiest way, bu some poeple use action replays or game sharks to get the event item ultimatly getting them the pokemon "seemingly legit."
