We only promote people when we are short on crew members, but we are totally fine right now, and this rarely happens, anyway.
Last time Rei Uchikino and Cold Oktober got promoted, but they have been active members for pretty long, I believe.

Those are some good words. But mind me asking one question: How do you know if you're short?
