All naruto fans they have the same question about who is Tobi.Because of this I will make a vote about 3 persons who maybe one of tehm are Tobi!(if you want to explain something about that just pm me)
first is 1Madara
second is 2 Obito
third is 3 Danzo

Tobi can't be Obito bc madara was born before konoha, and i think he's immortal too so, he definitely can't be danzo, and I already read that madara is tobi and it shows it in the 9 issue of 2009 of shonen jump magazine!
