photoshop would be prolly the most common. open canvas is a good one with a free version[Oc 1.1] gimp/gimpshop is also very popular. corel is also a semi popular one
As said above, there is photoshop. I've also heard that SAI is a good editing and coloring program. And SAI can be used for line art.

I use SAI and I love it. I've used Photoshop, Gimp, and Open Canvas but SAI is by far my most favorite. I use the pen tool for -everything- and it's so crisp and clean.

What is SAI?
Easy Paint Tool SAI... it's a digital art program thingy. Kind of like photoshop but - not. Cause it's only 50 bucks and you can't do all the things you can with photoshop but the lines are insanely crisp.

Well, if you have a graphics tablet, I'd suggest Corel Painter over Photoshop. Nothing against PS by any means (I've been a devout follower since PS6!)! I love PS, but it's made for a more all=around type of graphic art and Corel is drawing/painting specific.
