Admiral Ross was always the one that you couldn't quite catch or get. His emotions are sooo hard to tell, and in that one episode where he's liked to the Section 31... he sort of makes me angry.

The wild part about him is that we were never sure if he was part of "Section 31" and everyone disavowed knowledge of Section 31, or if he made it up and nobody had actually heard of it.
