Everyone needs a place to debate this...or maybe it's just me. Either way, here is the thread. Also, no, my Regulus thread is not the same thing. Until it is proven one way or the other they must be two different individuals.
My Regulus is R.A.B. Essay
I also have an additional arguement to what I have in my essay that I came up with about an hour ago.

This is so typical of JKR for foreshadowing things. She uses Trewlany for this constantly, such as when she tells Lavander that she will suffer at the hands of red-headed man (quote pending). The character is right, but not in the way they think.
By this quote, Ron is implying that Regulus knew about the "weapon". By weapon he meant the Prophecy, though at the time he didn't know it. Now, R.A.B. obviously knew about the prophecy because:

Not if, when. Meaning he knew that the prophecy existed. That Voldemort's match was coming.
Weapon can also apply to the Horcruxes, as they are a weapon of sorts. They protect The Dark Lord by making him immortal. It could then mean that Regulus did know about this "weapon" as well as the other "weapon", and because JKR has used this method of foreshadowing quite often it is easy to see that Regulus is R.A.B.

I'm pretty such Regulus' middle name is indeed Arcturus because the Black family has a thing with stars and Arcturus is:

From what I remember, in the sixth book, Lupin also said something about how you don't last long after you desert the Death Eaters, because you are supposed to be in it for life -
"...Well, frankly, I'm surprised he stayed for even a year after deserting the Death Eaters; Sirius' brother, Regulus, only managed a few days as far as I can remember." (page 106)
It's a good example of how Rowling slips in seemingly insignificant details that mean so much later on. xP It wasn't said before this quote that Regulus deserted, just that he was a Death Eater. So, it's more proof that Regulus is R.A.B, because it's proof that he deserted the Death Eaters.

Actually, yes it was mentioned he deserted. Sirius mentions it in book 5 when Regulus is first introduced.
As for unfounded rumors, I'm not sure it was unfounded. I just think that their very reliable source wanted to remain unnamed.
But yes, Regulus cannot be or not be R.A.B. until book 7. Which is why this is seperate from the actual Regulus thread.
