I absolutely heart Kaori Yuki (Godchild, Count Cain, Boys Next Door, Angel Sanctuary, etc.)
I also like:
Mikiyo Tsuda (princess princess)
Bisco Hatori ( millenium snow, ouran high school host club)
Nanae Chrono (Peacemake shinsengumi imon, peacemaker kurogane, vassalord)
I was genuinely pissed when peacemaker kurogane was printed in the US. BEFORE shinsengumi imon considering shinsengumi imon was the first part to peacemaker as a whole.
(If your just starting to get into peacemaker, please read peacemaker shinsengumi imon first or simply 'peacemaker'... kurogane comes after that.

Hard to say. If I go by how many series I read by the same one I would say Hiro Mashima (Rave Master, Monster Hunter Orange, Monster Soul, and Fairy Tail) He has a round style similar to that of One Piece. And second would be Yoshihiro Togashi(Hunter X Hunter and Yu Yu Hakushow)
My third would be the Kishimoto twins( Naruto, 666 Satan) I count the together because they have the same style.

I am not sure of the meaning of Mangaka, but judging of the pattern in which you type. I've only Akira Toriyama's Dragon Ball series. If I had other series, I would list of what I liked.

My two favorites are Keiko Nishi (Love Song) and Rumiko Takahashi (Inuyasha). Ms. Nishi has a minimal style that is so beautiful!! I also think Hayao Miyazaki is a fine mangaka (Nausicaa).
