New Summer Drops/ Stirgeman?

Does anyone what drops the new summer items? like that ducky tube.

Also what's up with the stirgeman stuff haha. Is there a full set of items to make you into a stirgeman? I saw some guy with pants, rope, and cape so far.

Don't know what drops the Duck Tube. But Ligators should still be dropping the Tsunami Wave Boards. Stirgeman, what's that?
