Waterfall on a Totodail is a waste of an attack slot. Why did you stop it from evolving? Really cool team though. How did you get Lugia?

The reason for me not letting my Totodile evolve is because I don' t care much for its evolutions. I like Totodile the best. As for how I got Lugia, it was through a special event. The Pokemon 2005 tour went through Boston so I went and got it through their 10th anniversary event special. I also got Ho-oh that way as well. Since you think waterfall is a waste of an attack slot, what do you suggest I should put in place of it.
