Downloading MS

ARGGGGGGGGGGGGGGG!!!!!!!!!!!!!!!
After I quit MS for 2 months, I wanted to play again...
Now it won't download. After I click the MSSetup, then after the extracting thingy, it doesn't do anything after that. Whats happening?

well the game files are
A) too out of date, for the update.
or
B) the server was down and is now just booting up.

Note I think its A more then I do B.
