I start with a circle, then turn the circle into a head shape, then either add the hair or eyes. Depends on my mood and what I want them to look like. Like, if I'm trying to focus more on the mood, then I'll start with the eyes/facial features, if I'm focusing on something else, I'll start with the hair.

Hehe, no I don't do anime. Still haven't learned animation, but soon I will.

When I draw in general, I draw often the hair first.
But it varies so much.

I always start with the eyes. They help define the character's personality and it's very soul. And by doing that, a suitable body becomes easily apparent. When the eyes seem soul-less and empty, the body usually ends up exuding a state of forlorn disparity. When the eyes are bright and perky, the body exudes a state of happiness and life. But that's just the way I do things...

I personally start with the head, then the hair, then the main structure of clothes, then the eyes, then the detail >_>.

it's a lot easier if you start with the hair, in case it's supposed to be in front of the eyes 3nodding

Yeah, I find that that's really helpful as well.

I start with the outside of the face

I recommend starting with the head and torso. Do not begin with something detailed like the eyes or else it will become apparent that you are not very experienced and the rest of the drawing will come out flat.

When I draw Anime I use the same method as I do with realism. I start with the hair line.

In the past I have started with the eyes and only realized it messed up the proportions for the outline of the head.
