a great majority of people would say its pink, and even i say so as well. In anime there are no bounds to what is normal. I love how a character could have extreme off the wall hair colors and no one blinks an eye or wonders if they dye. they just take it as is.
i think they chose pink because, she isnt exactly human, she's more of an advance form of human being(?) they wanted to show clearly which characters were advanced and which were not, so by choosing a different hair color which isnt exactly of the norm, they made it easy for people to decipher them apart. ... thats my opinion anyways.

Even though I've only seen music videos of Elfen Lied, I would say Lucy's hair is in between red and pink.
