Can anyone teach me how to make animations like the banner in my sig? I have photoshop and I can get anything else I need so just tell me what to use and how to do it!

Photoshop doesn't do it, there should be an animation program with it. Read the tutorial. I'm a paintshop master, so I can't really help. Sorry.
