Anyone ever heard of Joanne Bertin? She wrote The Last Dragonlord and Dragon and Phoenix. She's working on Bard's Oath. (so impatient) I really love her stuff.

Another really good "under the radar" writer.
I thought her view in her current two books was brilliant and wish she'd work a bit faster at releasing the "new" book. But she's only an author in her spare time so I'm content having to wait.
I also love that she also incorperated teh Phoenix into a "dragon" series as well as she did. Phoenixes tend to be overshadowed by their reptilian counterparts.
