Digital, I take it
Are you using Paint or an art program, mouse or drawing tablet?
The preloaded shapes come in handy for digiart. When I draw chibis, the head makes use of the circle. Simple, quick, and convenient. If you're not looking for that shape exactly, you can still use it for the base of the head. If you're looking to do it a bit more realistically, the square will come in handy
The shapes are your best friend for this kind of stuff. I'm drawing with my finger, and even if I had a stylus (drawing app on my iPad), I'd still take advantage of the shapes. Saves time and lowers frustration
Past that, I can't say much more, since our drawing styles and modes of drawing will be vastly different

Hmm.

Well, I'm not the best at helping but I will try!
I'm a mouse-drawer, so this might be of some use if you are too.
If not-- Eh, still might be somewhat helpful xD

Before you start drawing digitally, be sure you have art program you're comfortable with.
I use MyPaint, it's free and really easy to use! Once you've found an art program you like, make
sure you are aware of "layers", they will help you a lot!

If the program you're using does not have a layer window, then ignore this
paragraph and move on to the next paragraph. Layers help you organize
what you're drawing. I always name my layers, that way I can easily
find what I've drawn. (I.E: Layer I drew the eyes on, the skin, hair, ect.)
Locking layers is also important, that way you don't accidentally draw
hair over the eyes. In the spoiler is an example of how layers work. If one
layer is above another, like how the green layer is above the red, then
anything in that layer will go over what's below it. Layers are the best way
to color! That way you don't color over your outlines and your skin color
doesn't mix with the hair color!

Anyways, when I start drawing, I start with the head. Like Kitalpha said,
I start with a circle and then I draw a line down the middle or curve the line
so that the head faces the position I want it to.

Once you've got it facing the way you'd like, then finish the face! I just draw
two lines coming from the edges of the circles down to the end of the line.
Where the two lines meet is where the chin will be.

After that, I make more layers so that I can finish the rough draft.
A layer for the hair draft and eyes draft! Then, I draw them up!

Once you're happy with it, make a new layer for finalizing the outline! Go
over all your draft lines and then you've finally got your outline ready.

The last thing I'll put in here is a little thing I do, I make a new layer
specifically for the eye outline. It's just because of how I do the eyes, but
it's actually kind of helpful c:

After all that, you can start coloring xD

My bonus tips if you'd like 'em!

- For me, I've learned that you should do the eye fill and the shine in the
eye on different layers. That way you can change the layer opacity and
effect. Giving the eye a cool look!

- I personally do not color in the parts of the eye lashes that go into the hair.
That way it looks like the hair is over the eyes instead of the eyes over
the hair.

- If you're bad at shading, draw an arrow pointing to your drawing from
the direction of the sun. That way you know which way the light is
supposed to come in and add shine and shadows accordingly.

- If you are having a hard time seeing your colors or want to make sure that
there are no color bits floating around, make a layer and put it all the way
at the bottom of the layer list. Just fill the layer with a color you won't be
using, preferably a dark shade. Now you can see your colors better and it
doesn't get in the way!

The best tip I can give you on drawing, be it digital or traditional is just to practice and refine your style. It takes sometimes years of practice to produce stunning results, so don't be ashamed if your art isn't what you want it to be right away.

Another good tip is to study anatomy. Regardless of whether or not you're drawing realism, cartoon-y, anime art, or some other option, having a firm grasp of anatomy will help you produce better results. You don't need to buy books or take a class, just go on Google and look up anatomy references.

If you're doing digital art, there are plenty of good tutorials on Deviant Art for a wide variety of programs and art styles.
