I was surprised to see this common monster get a rarer variant in the new pack, and as such I have tried to find reasons for this happening.
It is not technically a "flip effect monster". Even though its effect activates from being flipped, it does not have that designation. This can actually be a strange mix; on the one hand cards that your opponent uses that target flippers don't work on it, however cards you use to bring back the things don't quite work on it either. This reason wasn't all that spectacular and didn't seem reasonable.
Second, it has a reasonable defense. 1900 can block several level 4 or lower monsters, but seeing as how plenty are only used for synchro-ing stronger monster, or now (with bad timing) even exceeding stronger monsters, it doesn't seem to hold up.
Third, its effect. Flipping face up to destroy an opponent's monster is similar to the weaker man-eater bug (who, let's face it, hasn't seen any action since Metal raiders). The effect itself didn't seem remarkable either, especially with Ryko taking a place in so many decks. Then it hit me, the 4th point...
Generation Force is literally FLOODED with WATER support cards, cards that can abuse the ******** out of that little fanged snowball. WATER cards can work wonders in other places too, but these new ones not only abuse other decks like frost decks, frog decks, umi decks, and even ice barrier decks, but now some lesser monsters of the WATER attribute with piss-poor stats and somewhat interesting aspects get watery steroids from the support.

It has 0 attack, and 1900 defense. It's also level 3 and water... why is that good? Debris Dragon can summon it. After snowman's popped a card, you can keep him on the field until they kill it, or if they already did, its still fine. Debris can summon him from the graveyard, and synchro for 7, so you can get Black Rose, or even the hard-to-summon Gungnir, who is incredibly difficult bring out without doing so.
It's nice to have a lvl 3 monster left on the field to synchro with, though. If you play your cards right anyways, you shouldn't be letting anything bigger than 1900 hit the field without them taking some major steps to do so... so he will likely live unless killed by card effect.

Snowman is nice card for the idea that when a enemy uses swords of reveling light the said face down Snowman would flip up.. and then its effect would be used.. unlike the ruling with Man eater bug. this card at that time would be very effective as it would take care of a card that would or possibly be used for a synchro, then supply a nice guard from attacks.
Over all Snowman is a nice card that is a Water V. of Man eater bug.

It works with hero varients. its one of the main water targets for absolute 0 and its kills beaters like thunderking riaoh and like that one girl said debris and snowman are a match made in heaven and whats sexier than summoning super debris for super snowman eater?
