I LOVE Japanese ska!! ^__^ And Asian ska of all kinds! xD I don't really listen to any particular ska- specific Jap. bands (just kind of... skip around...) but there are some really awesome songs out there. There She Is!! By Witches is awesome (Korean, not Japanese though, but, you get the idea).

Ok, these are maybe not technically ska, but you could skank to them, so I guess they kinda count, and they are great songs, especially theGLAY one:

I've only heard Tokyo Ska Paradise Orchestra. And even then it was only one song. But they're not bad.

A good japanese Ska band is The Witches. Haven't heard much though.

ive only heard one japanese ska song, and i dont even know who they are or the name of the song. but it was really good.
