I attempt to draw but I suck.

1. both eyes are never identical
2. proportions are completely off
3. Cant draw hair, hands, or clothes
4. Poses always look horrible

I have tried on and off for about 3 years to draw, but I dont improve at all. I was hoping that I could do digital but aparantly you need expensive programs and hardware to get decent pictures. I have avi art that people draw for my avi. I use those for learning but I get nothing out of it accept for a new sense of failure.

This apparently is the normal..

Have you tried studying from life, instead? Or better, taking an art class?

Ah... I used to be JUST like you. Now I'm teaching myself.

A few things I began with:

I began watching speedpaints on YouTube, I know they can be pretty boring during technical parts, but it's a great way to get started.

Second, try finding some books on it. Just to learn the proportions. And if you feel like going all out, try finding one of those tiny mannequins (is that how it's spelled?) They can help with the proportions as well.

Thirdly, PRACTICE. That's the only way we all get better, we don't all start off amazingly well. In fact, I'm still working on my proportions.

(Eyes don't have to be completely identical. The reason why drawing the second eye is so hard is because in real life, eyes actually AREN'T perfectly identical.)

Good luck!

Well, if you want improvement you can always look on tutorials online. They're here to help you. Also, if you want a free art program, use GIMP.
