Nat ability > is almost okay, but just make sure you have someone's approval before doing the dream harvesting, just to keep it to Y1 strength and not be too OP. Also, the whole "seeing and knowing what they dream about" might be a little much for Y1, so maybe setting some limitations could be best? i.e., he can only see a few seconds of it, or maybe he has a time limit of how long he can be in a dream, or maybe it's fuzzy, etc., etc. Just something to keep it within reason! Otherwise, I really like the whole equal exchange thing of him switching a dream with a nightmare!
FEAR > Seems very interesting, I like the idea of it a lot. Make sure that you pick out a FEAR mechanic, though! All FEARS need to have a mechanic attached, as you probably know. So I can't critique much on FEAR until a mechanic is attached - it might need a little tweaking, but the general idea is good!
Otherwise he seems very interesting, I really like this quest <3

AS FAR AS I KNOW the natural ability has been approved since the quest was already accepted! =D I'd think that if it wasn't, I would have been told? <3
AS FAR AS FEAR MECHANIC I actually have no clue. It'd probably fall under Battle Cry or Double Take as since he's keeping the nightmare fighting for him in some way he can also deliver his own physical punches? IDK ;;

OKAY A FEW THANGS APPROVAL WISE
-I will let you know that old approvals worked on a MUCH older and now outdated system. While he might have been approved all those years ago, due to rule clarification, canon clarifications, etc, we can't really 'honor' old approvals in blanket terms. As a shop while we'd like to, the fact is that a lot has changed and as a result, in order to maintain the much larger canon as it's become old approvals done by former GMs are considered more or less, null in void.
Species- Reaper might be the race, but what is his species? This is ATM your biggest set back. Also, reapers must appear human. While he is humanoid, his skin would need some kind of 'justification'. This is where species comes into play! He'll need a species that can both allow him to be classed as a reaper and, allow for him to have highly non-normative reaper features. I will be upfront in saying it might be better to have him as a demon or a monster. This will allow a much larger scope for his appearance and abilities. The trade off then is no weapon.
I stress this aspect because it's such a large decisive factor. If you stick with reaper, understand his appearance will need to be taken into account and it might change to that he has a natural form for his ability or the like. There are definite options to allow it, but as right now, in lacking a species, I can't really give a good scope as to how you'd prefer or want to play it out/as.
His natural ability- It is OP for y1, and also is not viable with the ability to witness dreams- eating a dream or warping it to a nightmare, fine enough, it's the ability to witness it starting out that makes it not just OP, but GMy. It also doesn't mesh with how FEAR works. With FEAR, characters don't have a need to eat- they eat usually out of the enjoyment of the act itself. So him needing to devour dreams isn't really true due to how FEAR functions. He'd just naturally absorb FEAR. I'd say limit it to giving other nightmares or, to changing a dream to nightmare. Heck-Perhaps he has a naturally sleep inducing aura that can leave those around him feeling tired if he chooses to let his skill run unchecked. Maybe he has dream recollection- the ability to make other vividly remember their dreams/nightmares though he cannot witness them himself. The goal with Y1 is a sort of weak, species relative ability that kind of aids them, but remains unrefined.
FEAR- Obviously, this will also need changing pending species. A FEAR attack shouldn't in general terms, rely on your character pulling information from another to use against them. Think of something instantanious- a one hit wonder, fast and furious. Its a quick burst of concentrated FEAR- the longer it takes the more canonly unrealistic it becomes.

Okay I am terrible at crits and I'm not a GM so might not know what I'm talking about as much as they do but here goes.
Personality wise, I think he looks great! I try not to look too much into it honestly because we all know that what we put down on paper and how our chars want to behave when we begin to play them often changes drastically XD but he seems very teenage'd in attitude, and I love that he has little hobbies that he hides (like the drawing) because it can make for cute little side plots later on should somebody discover his "secret" /gasp
Natural ability. I agree with kuro and vamps that it is best at Y1 to start out with something weaker and to build on it as they grow into Y2 - Y3. I know that, for example, with my character, Alex, he has a natural ability of being able to "infect" somebody with his bite, but the effect only lasts for a few minutes at the most, making them feel dull, sluggish, and somewhat "zombie" like. As a Y1 ability, it was a no go, because it was a little too god-mody, as a Y2 ability, however, it was A-ok, but even then, I have always asked for permission before his ability was used, or have allowed the other RPer to have their char experience it or not. Maybe /sometimes/ he can successfully leave a nightmare behind in the place of a dream, but /most of the time/ he can't, as he hasn't quite mastered the ability yet? Or, as vamps said, you can always leave this ability for Y2 or Y3 and use something that is still to do with dreams/nightmares but is less invasive? IDK just some ideas, though I am actually sure with some work/restrictions, his natural ability as is shouldn't be a problem? Honestly might just be something to talk to Maru about, as she seems to be the specialist on Natural and Fear abilities.
Fear ability, I actually don't see a big problem with how it works against other students/ponies/hunters etc, and think it could be a lot of fun to play with in PVP especially. Though in terms of fighting say, mob bosses or big bosses in events, beings that don't necessarily have nightmares to extract (beings made of insanity, distortion, etc) it might become more difficult to work with D: I would suggest revising it perhaps in a way that makes it usable against everything, and definitely try to hammer out which Fear mechanic you want it to fall under! Sometimes choosing the mechanic first, then figuring out what attack would work best with that mechanic, helps a lot~
As for his appearance...I agree that he needs a more definitive Species to go with his Race. Honestly, you could just /make up/ an entire type of Reaper species, something that /you/ created yourself (if I am wrong on this, may one of the GMs smite me down and tell me I don't know what I'm talking about XD) but as far as I know, it has often been encouraged for people to create their own species, and I don't see why this should be any different? What makes them look the way they look? Are they a species already based on some type of lore/myth? Just a thing that could use a little bit of clarification, I think~

hey i am coming at u with another appearance crit OVERKILL I KNOW im really bad at crits without being wordy so here goes
i think your description of the children of night reads more to me like a demon or a monster. all reapers have the basis that they take their fear from dead souls, from the guide- "It is only the job of a Grim Reaper to harvest Fear from the deceased." (grim referring to the original grim reapers, the source of the reaper lineage).
being based on the child of the night mythos doesn't really explain the gap between reaping souls? which is why i would suggest a monster or demon- it seems more likely that fear of the oneiroi would result in in a monster/demon (due to fear of the night/darkness and what have you), rather than a fear of dying/reaping/afterlife/etc.
one of reapers' biggest strengths is being able to blend into the human world- again from the guide: "Many Reapers go into the Human World for reconnaissance. They take note of what's been scaring humans lately and what events have been going on, then report this information back to Halloween. If there hasn't been a good horror movie in awhile, oftentimes it will be up to a team of Reapers to infiltrate the Human World's movie industry and make one, just to keep the Fear flowing." so having pretty space skin and glowing eyes and what not would make him stick out even more, and not really be helpful to a reaper race as a whole.
not saying that you have to change to a monster/demon, merely that i think your mythos would suit it more. i would say if you want to keep him a reaper, definitely hone in on the connection between the oneiroi and reaping!
ALSO FOR FEAR i know one of our dopplegangers Gene has the ability to "transform" into a character's worst fear, and she uses the double take ability. basically turning into their fear, she "stuns" them and gets a second hit in. to me that sounds a lot like his awesome dream illusion fear :'D that might help you out a bit?
this is all entirely critique and speculation though, not a GM's perspective nor admins! im super excited to play with u it was so fun in the meta <3 <3 <3
