The only target for Shining Angel is Honest, bringing it out in attack to die.

Sangan's only target is also Honest, though adds to the hand to at the very least be of use.

in my experience solemn warning loses people games. Least the people I play, But I tend to spam special summons lol

Bad players don't know how to time a Solemn Warning. It's the same reason people running three Solemn Judgments got their asses kicked, because they don't know how to use them

Solemn Warning is arguably the second best legal trap in the game. Judgment being and always will be the first.

i've only seen solemn warning as a bad top deck when you have 2000 or less life points. in my experience, running three is just for consistantcy in drawing it.

If you don't have it in the appropriate time, then of course, don't play it. However, timing is everything, and at the perfect timing Solemn Warning will devastate the game.

Only two is commonly necessary for duels. Three is, indeed, for consistency of drawing into it.
