looking for 2 books

Heya, im trying to find 2 fantasy books.

the first has a long title that starts with Pak..... and is about a women who becomes a merc. and later a paladin

the second is harder. its about 3 kids who have magic. there universe is a set of demensional rings. the farther from the center you are the weaker you get. they are all born on outer rim worlds. one guy has blue skin and lives in a world of virtual reality. the other guy is from new york and can change things appearances (at one point he changes a $1 into a $20). the girl is from some medieval era world. they slowly work their way between rings, getting stronger and stronger.

any help finding these books would be incredibly appreciated. thank you

whoa, i believe i have read that first one you mentioned
the author used to write hard sci fi, with an engineering edge
but has now gone into fantasy
and this elf lord seems likeable and courteous but is undermining the realm and she has to save them from him
and there's a lot of furiously fast horse riding
and assassin archers...

what i am remembering is Paladin of Souls by Lois McMaster Bujold; here are her fantasy series:
