I'm really unhappy with my upper arms and have been for a while now. Despite putting on weight then losing it again, it seems to stay in my arms. I've tried lifting weights and circling my arms as suggested by a friend but it still looks the same. is there any other way for me to make them thinner again?

No such thing as spot reduction. If you want thinner arms, then do cardio and adjust your diet to be higher in protein and lower in carbs, cut out simple carbs (white bread, white potatoes, white rice, sugar) and drink more water.
If you want to tone, do pushups and weight training. Youtube: 8 Minute Arms
