Heroes are the most open-ended archtype I've seen. Easiest to get "right", hardest to get "RIGHT" (also very expensive), and easiest to screw up.
Firstly, do you want to be competitive or casual?
Secondly, do you want to play Little City or not?
Thirdly, depending on the answer to the previous questions you want to choose five-seven fusions for them (if playing casually) or you want to include the staple set of 3x Absolute Zero, 3x The Shining, etc.etc. (that can be discussed later).
After that, its pretty easy to set up what you need. Personally, I'd avoid Prisma unless you're going to go casual with it and not use the Attribute Heroes (Zero, Shining, Gaia, Tornado).
Casually....best setup I've seen made is either a good Little City build or one centered around Wildheart, Sparkman, and their fusions.
Also, one last thing, if playing casual then King of the Swamp is your second best friend (next to Stratos).
