After obtaining the national pokedex and exiting the pokemon fanclub in vermillion, steven stone of Hoen will come and tell you that Latios is roaming Kanto.After that, it's your responsibility to hunt Latios down and catch him.You can see where he is on the map and every time you move in to another route or town, Latios will move to another route.But of you go through one of those buildings Like the one to get to the cycling road, he won't move.That may be helpful.

is that before or after you beat kanto leaders because ive already done that and steven didnt apear. cry

I don't think so, Did you do the side quest where you get the copycat's cleffairy doll back? because the doll is in the fanclub and after you leave the fanclub, steven appears.
