You should clean up the lines and add some shading.

Hello.
Firstly, I think you should put your lines on a seperate layer, as the white showing through is very unprofessional. Otherwise use 'multiply on the layers above and they will preserve the lines. Then draw the colour rather then just using the fill tool. That should make your image more neat.
Other than that, pay attention to the way that hair moves. yours is rather clunky and stiff. hair would normally flow more, try to look at real hair and follow the lines that hair would. Most importantly with hair, you need to loosen up. :>

I think you should keep the messy lines. The drawing is so simple that it can easely get away with a rough lines. This style will only work when used as a simple light hearted childrens comic/cartoon or a funny short newspaper style comic, though. If you want to draw like the pro's who draw the sim dating games (oh so nice colors they use) i would drop the chibi style completely. In that case its first learn the rules before you break them. Go for realism first then for the superdeformed styles like chibi.
